Abstract: Spatial data are involved in broad fields such as geology, mining, transportation, land, surveying and mapping.The base frame of spatial data controls the accuracy, unity and practicability of the data. Based on the actual situation of both China and the world, the problems existed in the current national reference frame are reviewed. The role and significance of building up the provincial GPS-C network and precise geoid are discussed. The technological plan and related matters are also suggested.
